UCC Weekly update 13–17 MAY 2019

Uganda Communications Commission (the Commission), with support from FIRST (Forum of Incident Response and Security Teams), hosted a cyber-security training at UCC House from 13th to 17th May 2019. Participants were individuals involved in the management of cybersecurity from licensed operators providing Internet Access Services in Uganda. The Commission is conducted regional stakeholder’s forums in Mbarara and Masindi engaging FM Radio Broadcasters to raise awareness on the legal and regulatory aspects in the broadcasting sector. This is aimed to improve the information gaps and concerns of noncompliance on statutory, regulatory and quality of service requirements in FM Radio broadcasting. The Commission was pleased to receive a courtesy call from the Deputy British High Commissioner to Uganda together with the High Commission Press Secretary who met the Executive Director in Bugolobi over the recent directive of the Commission to have media manager of some media houses step aside to allow for investigations. https://wp.me/paP880-eL

The Commission joined the rest of the world in commemorating the World Information Society Day (WTISD) 2019 and the founding of the International Telecommunications Union (ITU) on 17 May 1865. The Commission coordinates and collaborates with the ITU on matters relating to communications and ensures compliance with international standards and obligations, international communication agreements and treaties to which Uganda is a party. The Commission, the National Identification and Registration Authority (NIRA) and Telecom met to resolve issues of biometric validation during SIM card registration verification. The Telecos will provide Guidance to customers with challenges matching their fingerprints at the registration point.

The Commission and the Ministry of ICT participated in the Transform Africa Summit 2019 in Kigali Rwanda under the theme “Transform Africa into a single Digital Market.” Issues under consideration included artificial intelligence, creation of an ecosystem for innovation and entrepreneurship as well as tracking the digital economy in African integration, among others.

The Commission has an ongoing engagement with the Band of Uganda on Unclaimed Financial Assets in the sector. This will inform the policy on the treatment of unclaimed Mobile Money balances, Account payables etc.

The Monitoring and Evaluation workshop under the Rural Communications Development Fund for school focal persons and the Project Implementation team for the E-learning Project kicked off on Friday 17 May 2019 at Gayaza High School ICT lab. The workshop Four schools are represented as part of the pilot including Gayaza High School, St Mary’s Kisubi, Busoga College Mwiri and Nabisunsa Girls. The Commission, in partnership with the Uganda Wildlife Authority, conducted ICT Community Training at St. Mary Secondary School Purongo to empower the community to report wildlife conflict and enhance the promotion of Tourism using ICTs.

The5th National Conference on Communications (NCC) was launched to be held in Kampala, Uganda, from 3rd- 4th September 2019. The NCC provides an opportunity to build capacity and strengthen the academia and industry in the research of locally relevant solutions. The NCC offers students, researchers, developers, and practitioners with a platform to address new research challenges to share solutions and discuss issues pertinent to the communications sector of Uganda.
